§ 26-2. Purpose.

The city council hereby determines that it is in the best interests of the city to:
(1)

Create a public body corporate to halt property value deterioration;

(2)

Increase property tax valuation where possible in the business district of the city;

(3)

Eliminate the causes of deterioration;

(4)

Encourage historic preservation; and

(5)

Promote economic growth pursuant to Act No. 197.
