§ 50-5. Report by city staff.

  • (a)

    Upon request of the city council, the city staff shall investigate the proposed public improvement and prepare a report, which shall include:

    (1)

    The concept of the proposed project.

    (2)

    Cost estimates of the proposed project.

    (3)

    Proposed special assessment district boundaries.

    (4)

    Recommendations as to the portion of the cost to be borne by the special assessment district and the portion, if any, to be borne by the city at large.

    (b)

    Upon completion of the report, the city staff shall submit the report to the city council and file a copy of the report with the city clerk. The city council shall not finally determine to proceed with the making of any public improvement until such report of the city staff has been filed nor until after a public hearing has been held by the city council for the purpose of hearing objections to the making of such improvement.
